When it comes to wiring the first thing to check for is any shorts or bends in the wiring. If your wiring harness for your lights uses a converter like the Hopkins Custom Tail Light Wiring Kit for Towed Vehicles # HM56202 it could be malfunctioning and not correctly sending signals. Usually the locking knobs on racks will also require you to push (or pull) on them while turning to get them to engage with the internal release mechanism that loosens the rack. If the lock mechanism rusted/corroded while in the locked position it may not engage properly even if you turn the key to the "unlocked" position.

For your situation I would recommend bypassing the Mopar harness and get the reverse light directly from the reverse light harness of your vehicle. This will eliminate the trouble of trying to track down the problem and will solve the problem pretty effectively.
